Is there a rationale for so many byes in the VFL?

A genuine second tier competition where players can stake their claim for a place in the firsts should have at least as many games as the firsts.
“Why don’t you knock it off with them negative waves? Why don’t you dig how beautiful it is out here? Why don’t you say something righteous and hopeful for a change?”  Oddball

You won't get an argument from me against that idea. One bye is plenty.

There might be two reasons I can think of.

Ground availability.
Vfl teams without AFL equivalent may have financial difficulties with more footy?
"everything you know is wrong"
