Ironically, China is the very world that capitalists dream about.  They have eliminated the "red tape" that aims to keep people safe.  Developers are in seventh heaven.  They don't need to worry too much about building codes and the like.  What's a few deaths when the country has a billion people?  There was a story on Foreign Correspondent which covered the way in which developers, in league with government officials and police, steal land and houses from legal owners to build high density housing or commercial properties.  They offer a small percentage of the true value and if that doesn't do the trick they send in thugs to beat up the recalcitrant residents, even to the point of murdering them.  If only the plutocrats in the USA could do this, the free market would operate much more efficiently.

Early reports are that is was a bond/warehouse facility temporarily storing explosives.

Chinese authorities are alleged to have quickly barricaded the area and ejected foreign journalists from the region. We may never know given the political environment!

It's interesting that firefighting was suspended, but the next day locals are seen cleaning up wearing paper masks only! :o
