Melbourne Uni have strong links with the new North Melbourne AFLW franchise and are playing some of their girls. Our Blue Babes really need a little something at the moment, but hope springs eternal.
This is a Double Header with the Northern Blues, the 3rd such this season.

It is very nice to see Alison Downie named for the Blues. I am certain she hasn't played VFL for us before. It gives us more ruck options and someone who can take a mark. Granted that she struggled to make an impat back in March, but I can hope. I also like the return of Sophie Li.
M. Suzuki is an interesting inclusion as well. I know nothing of her at all.

Do we know why we have so many 1's type players that are not playing?

Do we know why so many 1's players are not playing.

Under VFLW rules, each team can play a maximum of 12 AFLW players in any one game but can name more than 12 on the overall club list.
... club(s) can lodge 10 list changes throughout the VFLW season, and any updates will be announced in due course.
I’m not sure about an official limit on games played but it could be a club limit to get games into all AFLW listed players.

I found some country victoria regs which stated players who play too many VFLW games cannot return to play for their team in finals etc.
So it might be some kind of combination of things.
Perhaps in this case, Sophie has played her max (i think it was 7 in the league i saw) games in the VFLW and will play out the rest in her club side from here in order to be allwoed to play finals?

Are there plans for the AFLW to be played in winter and become the only league those girls play?

It's no different than unders grades in suburban footy or cricket, in unders you cannot play too many games in a high grade then return to a low grade for finals.
Unless your coach is Daniel Harford and your club is called St Kevins, in which case you apply for exemptions and play 24 year olds in U19 finals!
