In the 60's and 70's, most individual income tax was paid by the wealthy, based on the shocking logic that those have more should contribute more. Apparently the Democrats (read : Sanders) proposal to introduce a $15/hour minimum wage has been defeated twice in congress. It's been watered down such that the increase will occur incrementally - the $15 will only be reached by 2025. Apparently 8 Democrats crossed the floor to vote with the GOP.
