Roosevelt was very keen to get involved but couldn’t override Congress and its isolationists and pro-Nazi sympathisers. The Democrats in the 1940s were hand in glove with the KKK and were enraptured with Adolph. Joseph Kennedy was forced to resign as ambassador to the UK because of his support for Germany. That’s why simplistic left wing - right wing perceptions of US politics are way off the mark; despite the current transactional incumbent, the GOP has generally been the progressive party - as my Republican mates are always keen to point out.
Apart from Lend-Lease and the provision of essential supplies, Roosevelt had the USN protecting US merchant ships in the trans-Atlantic convoys.
Of course, the Nazi sympathisers had to pull their heads in after Pearl Harbour.
